Wrap build in Conan and shift to Ninja generator

This PR has a number of changes:
The missing dylibs on Macos have been added
The build process is controlled with Conan, making builds even simpler
The generator is changed to Ninja, which is a much faster toolchain
The x64 macos runner has been updated to MacOS 12 due to deprecation of MacOS 11 runners
The call to find Armadillo which failed on Ubunty was fixed
