JOSS: community contribution guidelines #787

The JOSS reviewer guidelines ask:

Are there clear guidelines for third parties wishing to 1) Contribute to the software 2) Report issues or problems with the software 3) Seek support

I can't see this anywhere in the docs/README.rst, etc.

The community contributions were added to the README.rst in the pyRS home directory for the JOSS_ISSUE. The primary branch has not been updated yet.

If you want to suggest changes of a feature or the inclusion of new features, you can either 1) fork the repository to work on it and create an issue to discuss it before proceeding with a pull request, or 2) create an issue with your suggestion for others to discuss and potentially work on it. '
