Change to re-usable github-actions #811

This re-uses a bunch of work that was tested out with addie as far as determining the environment names and triggering gitlab.

I had added a similar workflow to the conda_build branch. I pulled it out of next because I was not sure if the workflow was setup to push the code or a conda environment.

I had used a slightly different workflow from ADDIE. We can put the conda build step under the standard CI.
