Conda build fixes #391

The version number is being set incorrectly in the build. #389 tried to fix it. This continues to.

The wheel and conda package both have a version 5.0.0 (default set in pyproject.toml). This is because the default for the actions/checkout action is to get only the tip of the branch. This should not be an issue for building the actual tags.
