Modernization continuation #152

The PR includes changes related to the environment, python and conda package, tests, coverage and automated github actions (related to EWM5114)

Long description of the changes:

The PR includes changes for the following:

environment package resolution (python version=3.8)
python package creation
conda package creation
pytest: test issue fixed, all artifacts included in temporary files/folders, marker for creating additional temp files
automated github actions for test, code coverage and conda package (just creation at this point, some more work in another story)
