Automatically create a minimal mantid configuration file if it does not exist. #89

Without this file, the reduction tools using Mantid will fail. Right now only the example notebook contains instructions for doing this. Move that code to the library and call it before importing mantid.

Facility defaults to SNS for now. We are a SNS-Chops project.
