Add germany #18

I just copy'n'pasted the lang and lat values from https://github.com/manifestinteractive/jqvmap/blob/master/dist/maps/jquery.vmap.germany.js

I'm not familiar with MIT and GPL license. Please check, whether this usage is allowed. https://github.com/manifestinteractive/jqvmap/blob/master/LICENSE
