Create austria_districts.js #41

Hi,

i have corrected the naming of the files and the author fields.

This map is based on this map: https://www.datamaps.eu/tool/svgs/europe_austria_federal_bzaustria.svg

Hi @daniel10059 ,

Thanks, it's almost ok ! However, it seems that the name of the map is still 'oe_bez' instead of 'austria_districts' (at line 30). Could you also fix it ?

Moreover, do you know which is the license of the base SVG map found on datamaps.eu ? Can a modified version of it be part of mapael that is published under MIT license ?
