The debian is not installable on the n950 beta 1. Not sure if you changed any
dependencies.

It says can't install uable to trace installation package dependencies.

qgvdial_0.3.799-1_armel.deb is the same deb that I submitted to Ovi and it
passed Ovi QA just a few hours ago.
It has also successfully installed on my n950 Beta2 firmware.
I have not tried installing it on Beta1, but I haven't changed any
dependencies, so I don't see why it would fail.

Please post your entire terminal output.

hmmm interesting I have tried to update your app on beta1 and beta2 and both
will not install.

From the Ovi Store:

Can't Install
Unable to continue installation due to unresolved error

I just downloaded the .deb with beta 2 firmware and installed it from the
browser and I was successful. I still don't know what the issue was maybe my
original download was corrupted but something is still wrong with the ovi store.

I get something similar when I try to install it today on my N9. BTW the
version in the OVI store is terribly outdated, have you considered updating it
there?

In response to comment #4:
I just tested 0.3.918 on both my Harmattan phones. Install and run worked fine
on both.

Can you run dpkg -i qgvdial...deb on the terminal and post the output?

Regarding the Ovi Store version: That's not entirely in my hands: The Ovi Store
QA has refused to add the app to the store because they're unable to login. The
silly part is they're not using a proper Google Voice account and claiming that
qgvdial is at fault. D'OH!
