Ok I understood that the Google Voice plugin in Gmail works for you (in Brazil).
If I understood correctly, qgvdial also works for you, but it uses your n9's
SIM card voice minutes, correct?
And you'd like it to use the same technology that Google Voice in Gmail has,
correct?
That's a feature that's not yet present in qgvdial.
Google Voice does not have a public API and most of what I've done is by
reverse engineering their interface.
I've not figured out their Gmail trick though and so I don't know how to
achieve that.
It is on my list of things to do, and I will keep on trying.
On the other hand if this isn't what you're looking for, please elaborate on
what you actually wanted.

1. The plugin is working! (Open, I can login, see contacts)
2. Dialing out works through SIM card (operators) minutes. For that I
use the normal telephone function.. I had hoped that qgvdial would use the
Google Voice service to dial out (e.g. free calls wihin USA), like Skype
uses Skype minutes according to their rates when dialing out.
3. Once number 2 is working as hoped, I would like to see the service
integrated in N9 the same way Skype is, e.g. fully integrated in the call
process when online.
I know how much time and effort goes in these programming exercises and
really appreciate yours! Hope you succeed as I know there will be very many
happy users of your app.

There is already a bug for inbuilt qgvdial dialling.
Also: Created a new issue to track progress on phone integration in N9: "Dial
using qgvdial"
