NUTS3 codes of Saarland counties corrected #46

The NUTS3 codes were obviously parsed as a date, giving "Dec-01" to "Dec-06" instead of "DEC01" to "DEC06". This makes a join with the get_eurostat_geospatial difficult.

Ah - ok - thanks. I wonder though, if we should keep these datasets in the package. The spatial data product of the RKI also has population numbers afaik - and they fit exactly to the administrative units in the timeseries dataset.
