Fixed some uniforms for Harpy

About the PR

Added the skirt tag to Chameleon and Colorful Uniforms so Harpies can wear

Harpies could not wear chameleon uniform and some of the random colorful uniforms

Minor - Some colourful combinations can still be worn (pants) Minor - Chameleon clothes with pants can be worn

No tags. This should be added as a new comp as to avoid tags removal of parented tags.

Reopen if its converted, we dont want to make this already issue of tags worst.
