Removing the skirt tag in order to have it use an empty comp

Tags related issues.

How to test

Harpy can wear the same stuff as before, with added Chameleon (Have to make it all Chameleon since no actual way to filter fix it) and also random skirts

Had to cut the ClothingUniformRandom it just looks bad with harpy legs
