Adds the CMO Turtleneck and Turtleskirt into the loadout menu

Why / Balance

Turtleneck was added in latest upstream merge

How to test

Go to lobby
Open loadout, go down to CMO jumpsuits
Wear turtleneck (simply the superior option)
