Bans cannot be modified by lower admins

also from my qvm adds another field blevel to admin.dat bans for use in
checking bans levels on admin level of the person trying to modify the ban.
all console bans are considered level 0 since most of those are automatic
bans. again prob needs a little testing

0 since console does them. all console bans are 0 because most of the time its 
an
automatic ban of some sorts

also just so you know adjusting a ban changes the ban info and adjusts the 
level its
like "claiming" the ban

cleans show bans part of it so it looks a little nicer also shows recent 
expired bans

ports the first link the showbans info is a lil different so it might need to be
tweaked. again ported but not tested till i get trem back installed.
