Restore all admin given states on reconnect

restores stuff like mute deny build put team spectator deny weapon to
players who reconnect before the map change

uses namelog code to do it its not the best spot but it works

made for my QVM so it contains some stuff that may not be in here( like
expire times for put team spectator and mute )

ported only does mute denybuild and denyweapon for this qvm since its lacking 
the
other features. same deal as the other patches i have uploaded today ported but 
not
tested ill get trem installed in next few days

Also, if you want to work your expire times n other stuff over here, that would 
rock.

Could you make it so this works with the latest revision, now that we have your 
durations feature in effect?

also for credits sake this was done by tori for mute and i added the rest to it 
so
make sure you include him on the credits
