I have been thinking about this one for a long, long time, and have finally 
come up with a decent plan.

This is a way to allow players to change their votes.

It is controlled by a series of cvars.

g_allowVoteChange 1 is the toggle
g_voteChangeCount is how many times a player can change their vote PER GAME

What do you guys think? Could someone work on this? Bissig thinks its a 
good idea.
