'New Tag Bundle' button only displays in xkit interface no matter what is checked #661

If you don't have any tag bundles it'll show up in ocp or the regular reblog interface, but once you have at least one the option disappears even though the settings haven't changed.

Windows 10, Chrome 46.0.2490.80 m, Xkit 7.7.1

We decided to not include this functionality when we made the button, but it's definitely worth looking into again.
