Label bugs #8

Seems like it adds needs-review and ready-to-merge at the same time, which doesn’t make sense. Need to figure out what event is causing this.

This is happening on pull_request_review, state=approved. It is not clear why though.

I believe this was fixed by #5. I haven’t seen it happen since. Will re-open if it pops up again.
