Check contents in TUGUI coming from the distribution of TU #27

Contents of TU are private and license protected. TUGUI must not contain any confidential or proprietary information of TU. Please check that TUGUI does not contain any confidential or proprietary content of TU.

A few modifications have been applied to the README file to stress that TUGUI does not contain any confidential or proprietary information of TRANSURANUS. A dedicated DISCLAIMER paragraph has been added to the INTRODUCTION section of the README to highlight this concept, and to tell at the same time that the Transuranus Software Package is required to make TUGUI work properly.

To avoid any misunderstanding, also the How to use section has been modified. Instead of writing the lines of the source code of TuPlot and TuStat to comment and modify, a direct link to the sections of the TRANSURANUS HANDBOOK explaining these modifications is provided. It is then highlighted that this HANDBOOK is only available in the Transuranus Software Package.

The modifications applied by @lelaus in commit 8ce561dc73900ff0cb492c44c7731f03c78cc295 provide sufficient information to protect proprietary contents of TRANSURANUS.

Discussions about the choice of the license for use are on-going.

Following 40c606d, the license has been changed into BSD 3-Clause. This has been possible due to the change of the adopted theme: the new one is named Sun-Valley-Ttk-Theme and is released under MIT license.

The project was initially licensed under GPLv3 before changing the repository from private to public because of the presence of the TtkThemes lib. An open-source license is basically useless for a private repository. The selection of the correct license happened before making the repository public.

This information has been updated in README file, together with the version of the new theme to be used.

In the README file, the required version of TU package has been added.
