Using Jekyll locally, especially for GitHub pages is a pain. By migrating to Hugo it is easier and we have more control over it. This also makes it easier to migrate platforms if we want to not have it live on GitHub pages.
This will need some docs in a CONTRIBUTING.md or similar of how to run it locally and all of that.
