Upgrade to jQuery 1.4.x #33

Sometime in the near future, the jquery components need upgraded to 1.4.x.
 They are currently using version 1.3.2.  I'm assuming all the jquery ui
fields should be ready to go; however, the plugins (qTip, ColorPicker,
daterange, rating) may not be quite ready yet.  Research needs to be done.

Another possible thing to look into is the use of the jquery "enhanced" 
versions of
tinymce and fckeditor, they both provide slightly smaller versions that use 
parts of
jquery.

jQuery has been updated to 1.4.2 in the current svn working copy and will be 
rolled
out in the next version release.
