Apps with service workers #3

I have added the can't be evil header to https://oi-timesheet.com. The app is a PWA and works offline using service workers.

The first time, the app is loaded the extension is shown as "can't be evil" in the extension icon. However, the second time I visit the app, the icon is grey and no tracking happens.

I am not sure what the expected behavior should be, but the experience was confusing.
