Costimator had inline help / tips. They worked pretty well.
Requirements:
Not sure if admins should publish tips for route names or url patterns. Pattern matching might be a bit harder given the pattern would be stored in the DB.
It would also be cool if an admin could select a dom node to attach help to ala http://zurb.com/playground/jquery-joyride-feature-tour-plugin
