As an applicant in immediate need, I want a way to tell the county that I need benefits as quickly as possible so they can process my application faster.
As a caseworker, I want a way for applicants to identify themselves as expedited so I can prioritize them first.
As a caseworker, I want to avoid OneApp marking all quick submit applicants as expedited so I don't develop a backlog of expedited cases and miss the 7-day expedited processing timeline.

Acceptance criteria
[ ] Verify that the user is surfaced the following optional check boxes (language can vary), to ensure screener is in sync with federal regulation:
[ ] Households monthly gross income is less than $150 and has $100 or less in liquid resources;
[ ] Households whose combined monthly gross income and liquid resources are less than the household's monthly rent or mortgage, and utilities
[ ] Migrant or seasonal farmworker households with $100 or less in liquid resources;
[ ] Verify that the user has the ability to translate content into Spanish
[ ] Verify that there is a continue button user can use to progress to the next part of the application
[ ] Verify that there is a back button user can that directs the user to previous part of app
Alternative paths
Screener will be optional for quick submit but required for full application. Consider an alternate approach to expedited screener for full app?

if possible, track change in quick submit expedited vs. nonexpedited cases after re-design
