Update design of user/avatar dropdown in hamburger menu on mobile #548

As Poppy, I need accordions with consistent UIs so that I can quickly navigate throughout the navigator website.

Acceptance criteria

Given: The user is logged into the navigator and is on the Roadmap and/or Task Page within a mobile view. When the user clicks on the Hamburger menu Then the user sees accordions with consistent UI and functionality.

Notes

design Refactoring from NJ WDS to MUI Add testing via Jest/ RTL Consider removing Cypress tests Ensure overall Side Bar nav design is in line with Designs (Task - desktop and mobile/sidebar -> HR Line is missing)
