Add and update theme color tokens for NJWDS

Spreadsheet of token values

Summary of changes:

Update "base" tokens with adjusted system colors
Ensure "white" is included in base token set
Add "primary-lightest" and "primary-darkest" to primary tokens set
Update "primary" tokens with adjusted system colors
