Migrate Site to AWS Amplify

@noah-marcus flagged that OIT is looking to have greater visibility around sites that the state owns.

Since the intended user for the MeF viewer is not the general public, but DoT users, we should put the site behind the OIT firewall. Currently, OOI is working with OIT to design a process for deploying sites behind the OIT firewalls using AWS Amplify. In the interim, this repo will remain hosted using GitHub Pages to enable prototyping and user testing with the agency.

Acceptance Criteria

• Site is no longer hosted on GitHub Pages
• Site is hosted on AWS Amplify
• Site has been reviewed by OOI Engineering Ops team (@noah-marcus / @seidior) for compliance with OIT rules
