Make `Metadata.SemanticVersion` match latest release #84

Metdata.SemanticVersion needs to be updated to latest in order to be able to publish https://docs.aws.amazon.com/serverless-application-model/latest/developerguide/serverless-sam-template-publishing-applications.html
