Multiple Github CI test improvements

Goodie-box of test improvements 🍾🎆🥳

• Removed timeouts on two tests in trace observer.
• Added nrsarama package testing to github
• Removed extratesting for nrlogrus test
• Removed arm64 go1.17 test
• Bumped nrnats test to go1.19
