Fix `GOOS=js` builds with nops #967

Noticed https://github.com/newrelic/go-agent/pull/478 was reverted in https://github.com/newrelic/go-agent/pull/528, but not fixed afterwards. I've redone the required changes to be in line with the existing build configuration, and to simply use the _js suffix, so hopefully this doesn't break the build processes.
