Support configuring the New Relic data region in the connector #51

A new connector property, nr.region, can be used to choose New Relic data region. By default US is used.

In order to be able to configure the data region in the telemetry client, the newrelic-telemetry-java-sdk lbirary had to be updated to 0.13.1.
