setup semantic version and auto-tagging in repo

I wanted to hooked the repo to do semantic version and auto-tagging, like the NR-1-extension.

• [x] Setup github actions. you might be able to grab the .github directory from the nr1 vscode extension and have it work
• [x] install these dependencies @semantic-release/changelog @semantic-release/git semantic-release
• [x] add your access token to the secrets it's under Settings for the repo and Secrets in the left hand menu
• [x] replace the PUBLISHER_TOKEN value in the workflow.yml file with the name of your token
• [x] The OSS team needs to add the OPENSOURCE_BOT_TOKEN secret to the repo for OPENSOURCE_BOT
