Describe the story, please be clear on scope of the story.

Support disabling of AI Monitoring at the account level, based on the emerging design/implementation. See spec change for details: https://source.datanerd.us/agents/agent-specs/pull/684

Acceptance Criteria

AIM is disabled regardless of local settings.
Server setting only returned when ai_monitoring.enabled is sent to NR (confirmed manually).
Tests

Dependencies

[ ] Dependencies on UI: Requires some UI bits for changing setting (feature flag)
[ ] Dependencies on Backend: Required changes have been made to send the json
[ ] Dependencies on Accounts: Will need an account with flag set for testing, currently using APM Services account (okay in short/medium term)
