Produces a new artifact: newrelic-scala3-api_3-x.y.z.jar that is the vanilla scala API that supports scala 3
Updates GHA workflows for publishing the artifact to staging/production maven and running the unit tests
Note that the Java 8/11/17/21 test failures will be resolved once this PR is merged because the necessary GHA changes for the new module don't exist in the main branch's GHAs.
