Pekko HTTP #1816

Add instrumentation for Apache Pekko HTTP.

Background

Apache Pekko is a fork of Akka 2.6, prior to Akka's adoption of a new license. We currently instrument Akka HTTP and want to do the same for Pekko.

This issue is specifically for Pekko HTTP. Separate development work for Pekko core (pekko-actor) is included as part of the Apache Pekko milestone.

Descpription

Lift the existing Akka HTTP instrumentation to Pekko HTTP.
