Meet OYC standards for Agent2Query service #1930

Description

The Agent2Query service is an end-to-end testing service that was originally implemented by one of the pipeline teams

The OYC initiative defines the criteria that teams owning services must meet to ensure service reliability, etc

In Q2, ownership of the Agent2Query service will be migrating from the original pipeline team that implemented it to agent teams.

We meet the OYC standards for the Ruby Agent2Query service
