Migrate the testing of loading and unloading a custom instrumentation jar to the AITs

Description

Migrate the bughunt grand central test into an AIT. Specifically, the only test scenarios that need to be migrated are:

• Loading an extension jar and asserting the correct metric is reported
• Unloading of the same extension jar and asserting the correct metric is reported
