Add support for newrelic-log-ingestion-xxxx name

Install using new newrelic-log-ingestion-<stackid> name.
Maintain backwards compatibility with existing installations by using old newrelic-log-ingestion name.
This fixes https://github.com/newrelic/newrelic-lambda-cli/issues/240.
