The serverless-newrelic-lambda-layers repo is being migrated from CircleCI to GHA, to address an issue in which CircleCI jobs can become blocked from reporting.
CircleCI jobs in this repo are running, but should be migrated as preparation for work on https://github.com/newrelic/newrelic-lambda-layers/issues/191
