Remove Node 16 from layer publishing immediately before the Node agent drops 16 support

The Node agent will soon drop support for Node 16; the Node agent team will prep a PR to remove publishing for Node 16, to be merged before that agent version is published.

While we no longer co-own the Lambda Layer repo, at the very least we should coordinate with the serverless team on removing Node 16 from the layers, to avoid publishing layers that noop.
