Supported runtimes for the extension layer #268

The extension layer should support all runtime types except ruby since the ruby agent is the only one that can't be used in a layerless way. https://github.com/newrelic/newrelic-lambda-layers/blob/57122f88fc82cbcd7d3480638c16a3cc572ee8ae/libBuild.sh#L217-L220
