Description

Rails 7 introduced a built-in error reporting interface. The New Relic Ruby agent should support errors reported via this interface.

Acceptance Criteria

[ ] Errors recorded by the ActiveSupport::ErrorReporter / Rails.error.handle are automatically sent to New Relic
[ ] Duplicate errors are not sent by the ErrorReporter and New Relic's existing error reporting features
