Top Performance Improvement Targets links to a new tab

Description

The links in that table go to new tabs. It should not. The link within the table should just open a new Stacked nerdlet and allow you to click on the link in that Nerdlet to open the new tab.

Steps to Reproduce

• Navigate to the Nerdlet
• Click on a link in the Top Performance Improvement Targets
• Watch the browser window opens a new tab

Expected Behaviour

• Navigate to the Nerdlet
• Click on a link in the Top Performance Improvement Targets
• Only open the detailed stacked nerdlet
