General purpose Error that follows a common pattern as NerdGraphError #61

Summary

For repos like the following, we need a common component and design guidance for general errors similar to NerdGraphError. https://github.com/newrelic/nr1-github/blob/master/nerdlets/github-about/repo-picker.js#L229-L232
