Move the empty state to an NR1-Community component #15

To a more standard EmptyState component / structure. Or at least to standard language.

@tangollama What do you mean by standard language?

Why give them an empty state and not tell them they can't access the entity instead? Until the platform handles this itself the experience is not great for users.
