Fix/use nr1 account picker component #59

Used account picker component, also added an empty state to tell users to choose their account first.

@glitton The only little bit of disconnect for me was:

  1. Where is the Account dropdown - perhaps we can direct them to the "upper left"?
  2. What should happen when a user has selected "All Accounts"? It just spins for me, should we attempt to display boards from all of their accounts?
