Update to one of the two dates added in #2665 in lieu of recent updates around the Synthetics Legacy Runtime EOL.

This update is being performed in light of recent announcements by Synthetics that they're pushing the date from when new monitors will no longer be able to use the new runtime from June 30, 2024 to August 26, 2024 (it may also be noted that they've clearly stated they do not plan on extending the EOL date of October 22, 2024, however).
