Newsletter archive page fixes & performance improvements

Checking in this fix so Spotlight Schools can render their newsletter page again. I will still add automated tests for this.

What these changes do:

• Fixes the overfetching in HASURA_LIST_NEWSLETTERS which was producing API responses as large as 5MB for Spotlight Schools (and thus the rendering issues)
• Adds pagination to the Newsletters archive
• Updates Cypress from v9 to v11
• Updates Readme with more information on Cypress tests

What these changes do not do:

• Add new cypress tests (that's a TODO)
• Refactoring work since we're re-using logic from the articles archive pagination. Ideally we extract this into a separate, reusable component, but first we should add automated tests to catch regressions.
