[x] Move nyt_winner to OverrideCandidate
[x] Make nyt_winner a boolean in elex-admin models.py
[x] Move nyt_winner to the override_candidate bits in init.sh of elex-loader
[x] Make nyt_winner a boolean in elex-loader and init.sh of elex-loader
[x] Update utils.set_winner() to set the nyt_winner on the proper OverrideCandidate

Got this in sha c1a0c602bc5f1f0e0b102b7dc3e92fd981ae8ed7
